What Is A Certified Women-owned Business?

MEANING

A woman-owned business is a term used in the United States, particularly by government agencies and associations, to initiate and implement special programs to empower female business owners.

 

The two main certificate types that are open to most women business owners are:

  1.  Certified Woman Business Entity (WBE)
  2.  Women-Owned Small Business (WOSB)


ELIGIBILITY

To be eligible for the Certified Woman Business Entity (WBE) status, 51% of the company should be owned, permanently run, and managed by a woman or any number of women with American citizenship.

 

A similar program is also available, specifically for small businesses, called Women-Owned Small Business (WOSB). It has the same criteria for application, but is for smaller business sizes and types.

 

Certifications can be granted by designated governmental agencies or third-party organizations approved to provide certificates.


AGENCIES & ORGANIZATIONS THAT ASSIST

Currently, organizations and agencies that assist in granting a business owner a certified women-owned business status include:

  • Women’s Business Enterprise National Council (WBENC)
  • Small Business Association (SBA): For women-owned small businesses as well as women-owned economically disadvantaged small businesses.
  • U.S. Women’s Chamber of Commerce (USWCC)
  • National Women Business Owners Corporation
  • National Women Business Owners Corporation (NWBOC)

 

Certain of these organizations and agencies assist woman- owned or woman-run businesses beyond just the certification process. 

The Benefits Of Becoming A Certified Women-owned Business


FEDERAL CONTRACTING BENEFITS

It is well known that a Certified Women Owned Business status (i.e. WBE or WOSB) can qualify a company to bid for federal contracts in the United States that are specifically established for women business owners.

 

Certification status can also increase a business’ visibility which could lead to opportunities for doing business with corporations and government organizations that are required to meet specific goals for subcontracting work to Women Owned Businesses once they win a government contract.

BUSINESS-BOOSTING BENEFITS

Perhaps even greater benefits exist in support to overcome various challenges that women in business face due to outdated social and cultural norms.  For example, a reputable certification authority, recognized by over 1,000 corporations, plus some states, and cities, is the Women’s Business Enterprise National Council.  They offer a certified designation called Certified Women’s Business Enterprises (for WBEs), which qualifies your business for federal contracting benefits and provides business-boosting benefits as well. They offer:

  • Access to hundreds of suppliers and procurement executives of the most prominent American corporations and governmental agencies.
  • Possibilities of cooperation with the agencies and corporations that accept WBEs certifications.
  • Access to numerous educational, mentoring, development, networking events, and other business resources.
  • Eligibility to participate in regional and state-wide business awards.
  • Access to support from other women business leaders cooperating to make the female-led business thrive in the U.S.
  • Possibility to use the WBENC logo and Women’s Business Enterprise Seal to promote your business.

CERTIFICATION PROTECTION

 

There are specific legal frameworks established to prevent the unlawful use of the Women-Owned Business empowerment programs. For example, they prevent men-owned businesses that try to get certified by placing female family members or low-level female employees in mock leading roles, to receive government-provided benefits and assistance.

How To Get Certified As A Women-owned Business

THE WBENC CERTIFICATION PROCESS FOR WBE CERTIFICATION (Woman Business Entity)

Here’s an overview of the steps for WBENC’s application process for Women Business Enterprise certification:

  1. First, make sure you are eligible for certification: At least 51% of your company must be owned by a female American citizen or citizens. Additionally, you must be able to prove that the business is operated and controlled by women.
  2. Collect all necessary documentation for the application: You will need to include a written history of your business. Additionally, include resumes for the owner or owners, the Board of Directors, and the lead management team. Financial statements, tax information, and other information is also required. You can find the complete list on the WBENC website. It is recommended to collect all information before you start the certification application process.
  3. Complete the online application: Once you have collected all the necessary documents and proofs of information, you can proceed to submit your application. The certification fee depends on your business’ revenue. A minimum fee is charged if your early revenue is under $1 million. If some of your documents are considered incomplete or missing, you will be asked to re-submit them which can extend the processing time. As such, it’s better to be fully prepared before you apply.
  4. Application review: Before passing the certification, your business documents are thoroughly analyzed and verified. If your documents correspond to their standards, a business site visit follows. The site visit and full assessment of each candidate are made by Certification Committees consisting of confidential volunteers from Certified Women Business Enterprises, companies, and state or community organizations. This takes up to 90 days after your application is accepted. Based on this assessment, you may be issued a women owned-business certificate. You will be notified of the decision via email by your regional partner organization.
  5. Issue of the certificate: Once you are in, you will get access to all the benefits.

 

Note that the WBEs certificate is valid for one year after it has been received. This means that to enjoy the benefits, you need to apply for recertification each year.

How To Get Certified As A Women-owned Small Business

THE SBA CERTIFICATION PROCESS FOR WOSB (Women-Owned Small Business)

The certification with the most benefits, including eligibility for federal contracting is provided by The Small Business Association. You can easily apply for the Women Owned Small Business Federal Contracting (for WOSB) through the WBENC at the same time as you apply for the WBE certificate (as described above) since they are an approved third-party certifier for WOSB as well as WBE.

 

To apply for women-owned small business certification, you will need to collect the same documents, except for resumes of the board of directors and other roles that relate only to medium and large businesses.

There are different types of certifications for women-owned companies, so it can be confusing to decide which one to choose. Here are some aspects to consider when you select a certification-issuing agency:

  • Does the type of certification meet the national standards that qualify your business for federal contracting benefits?
  • Government-issued certification offers benefits and programs from the government such as federal contracting benefits. If you are looking for other business-boosting benefits in addition to these, such expanding your networking potential with business partners, suppliers, mentors, and so on, you should consider to work with other organizations to get your certification (i.e. WBENC and/or WOSB mentioned above).
 


OVERHEAD CONSIDERATIONS & STEPS

To get your certification and fully enjoy its benefits, make sure you wisely choose the program that best suits your current needs and business aspirations.

 

As mentioned above, choose a reputable third-party certifier instead of government ones if you want to extend your networking and supply chains through other businesses and not only get access to government programs.

 

Wisely keep in mind that to get certified, you need to provide all required information without any concealment or inaccuracies, and re-file on time so as not to lose certification status. We recommend that you approach the application process responsibly by double and triple-checking your documents and information.  Also, set a reminder several months before your certification expires so that you will be able to extend it without losing your certification status and access to the resources.
